Public Notification for Proposed Ministerial Designation of premises for Education Establishment under the Planning Act 2016

Redeemer Lutheran College has requested that the Minister for State Development, Manufacturing, Infrastructure and Planning (DSDMIP) designate our premises at 745 Rochedale Road, Rochedale, Queensland for educational facilities. This is formally known as a Ministerial Infrastructure Designation.

What is a Ministerial Infrastructure Designation?

A ministerial infrastructure designation is a planning tool created under the Planning Act 2016. It allows a public or non-public sector infrastructure entity to seek approval for the development of community-supporting infrastructure through the Planning Minister. In this case, Redeemer Lutheran College is the infrastructure entity seeking approval to upgrade the educational facilities at 745 Rochedale Road, Rochedale (the community supporting infrastructure).

A ministerial infrastructure designation is assessed by the Planning Minister in accordance with the Planning Act 2016. The process requires public notification and consultation to ensure that the Planning Minister considers the needs of the local community when assessing the application.

What is Public Notification?

Public Notification is a process by which the public are informed of development occurring in their locality. For this project, public consultation is occurring from the date of this letter until Friday, 14 December 2018. During this time, the public are given the opportunity to provide a comment to the Planning Minister about the development. It should be noted that under a ministerial infrastructure designation no appeal rights are available, this means the public consultation period is your opportunity to have input to this development.

  • be clearly marked as ‘Proposed Ministerial infrastructure designation for Redeemer Lutheran College’
  • be in writing, dated and signed by each person or entity who makes the submission
  • state the name and address of each person or entity who makes the submission
  • state the grounds (or reasons) of the submission and the facts and circumstances relied on in support of the grounds.

Any submission must be received by DSDMIP by Friday, 21 December 2018.

What is proposed at Redeemer Lutheran College?

The proposed Infrastructure Designation applies to the land owned by the Lutheran Church of Australia Queensland District (Redeemer Lutheran College) and bounded by Rochedale and Priestdale Roads.

The image below highlights the land which the Designation will cover to facilitate a long-term Master Plan redevelopment for the College.

Proposed infrastructure designation area

The Master Plan will cater for existing student numbers from Pre-Prep to Year 12 through a redesign of the college campus buildings and proposes an expansion for new tennis facilities, on site function centre that will have multipurpose use, car parking, drop off area and school bus parking from Priestdale Road. No building in the proposed Master Plan campus will exceed 15m in height.

The Master Plan will be delivered over several years.

If the Infrastructure Designation is approved, Redeemer Lutheran College will identify the college as being for education purposes. This designation aims to acknowledge and reflect what the school uses the land for today and how it will evolve into the future.
